Beth is a Four. They are probably going to be disproportionately represented in the comic, because a lot of them are in fairly important positions, but they are fairly rare in actuality. These people likely got in early, and got in well. Most Fours likely turned a bunch of people into Zombies, so they stand atop a rather large pile of underlings.

Also, I think June was saying she wanted to unleash one of her pictures as a vote incentive for January.. I like Christmas and everything, but I have to admit that I'm looking forward to the new year so that I can put another application in for policing. Not much is likely to happen if I put it in today :D A friend of mine said that they check your Facebook and such, so I'm kind of hoping that I can slip an advertisement to TOGM into the background check, so that maybe even if they decided not to give me a job, at least we might have another reader? :) (If you are said Background check person, please give me a job. Sadly no. Unfortunately, all natural carnivorous zombie-meat looks grey and has likely sported broken and damaged flesh...
If you're every looking for a story to read, Elantris by Brandon Sanderson has some relevant points, but his zombies suffer pain and tend to go crazy. :D But it does outline some of the issues that come up when your flesh loses the ability to naturally regenerate itself :)
